  • Who can apply for a certificate of eligibility for an integration course?

  • When am I entitled to an integration course?

    • as an employee (§ 18 AufenthG) or self-employed person or
    • for the purpose of family reunification or
    • after recognition as a person entitled to asylum or refugee under the Geneva Refugee Convention or
    • by order of the highest state authorities for humanitarian reasons (Section 23 (2) AufenthG)

    receives a residence permit for the first time is entitled to attend an integration course. Anyone who does not have basic German language skills is also obliged to take part in a course. A certificate of entitlement or obligation is issued by the foreigners authority, the provider of basic benefits for jobseekers or the Federal Office of Administration.

However, they can be admitted to the course on application. You can obtain an application form from your foreigners authority and from the Federal Office for Migration and Refugees. However, you can also submit the application via an approved integration course provider. You may also be obliged to participate by the Aliens' Registration Office, the basic income support provider for jobseekers or the Federal Office of Administration. There is an obligation to participate in the integration course for persons who entered Germany before . January 2005 if  

    • the foreigners authority requests participation in the integration course and
    • receive benefits under Book II of the Social Code and participation in the integration course is provided for in an integration agreement under Book II of the Social Code, or
    • there is a particular need for integration. 
  • What happens if I do not attend the course?

    According to the latest amendment to the Residence Act, the residence permit of a person obliged to attend a course is to be extended by a maximum of one year as long as they have not yet successfully completed the integration course or have not yet provided proof that they have been integrated into society and social life in another way. In addition, the violation of the obligation to attend can be taken into account when granting social benefits (reductions of up to 30 percent possible) and in the necessary time limit for naturalization. Even permanent residence, i.e. the granting of a settlement permit, is only possible with sufficient German language skills and basic knowledge of the German legal and social system.

  • What advantages does the authorization certificate have for you?
    • Die Abschlussprüfung „Deutsch-Test für Zuwanderer“ ist kostenlos, auch bei Wiederholung.
    • You will be reimbursed (on application) 50% of the cost contributions paid by the Federal Office from the time of your sponsorship if you successfully complete the integration course (B1 level in the final examination and pass the test in the orientation course) within two years.
    • Successful participation in the integration course entitles you to early naturalization. 
  • What does participation cost?

    One subsidized lesson (1 lesson/ 45 minutes) costs €4.40, 1 module comprises 100 lessons. Exemption from the costs is only possible upon application to the Federal Office for Migration and Refugees (BAMF) and the Jobcenter before the start of the course or module. A reduction or assumption of costs on the part of the NOVA language school is not possible.

  • Who is exempt from the costs?
    • People who receive social benefits according to SGB XII
    • Recipients of unemployment benefit II or social assistance are exempt from the cost contribution upon application 
    • Participants who find it particularly difficult to pay the cost contribution can also be exempted. In these cases, an income check is required.
  • How do you register?

    The first step is to take part in a consultation. The consultation is mandatory for all integration courses and is linked to a placement test. The consultation and placement test are free of charge.

    What documents do you need to bring to the consultation?

    • Passport (original)
    • Residence permit
    • current registration certificate, available from any citizens' office
    • Notification of unemployment benefit II or social benefit, if you are entitled to it
    • It is possible to register for a course after the consultation.
  • How do I receive travel expenses for attending the integration course?

    Upon application, you will receive a subsidy towards travel costs if you are exempt from paying the cost contribution or have been obliged to take part in an integration course by the provider of basic benefits for jobseekers or the provider of benefits under the Asylum Seekers Benefits Act. It is important to submit the application in good time before the start of the course. A travel allowance cannot be considered retroactively, but only from the course section following the date of application. Please note that a subsidy for travel costs can only be granted if the walking distance between your home and the course location is at least 3.0 km. If you have any questions about travel costs, please contact us directly or the Migration Information Service of the Federal Office for Migration and Refugees.
