Wer kann einen Berechtigungsschein zum Integrationskurs beantragen?
- Ausländerinnen und Ausländer, die bereits seit längerer Zeit in Deutschland leben
- Neu Zugewanderte mit auf Dauer angelegtem Aufenthalt zu Erwerbszwecken
- Zum Zwecke des Familiennachzuges
- Aus humanitären Gründen oder wenn eine Niederlassungserlaubnis vorliegt
- Bürgerinnen und Bürger aus Staaten der Europäischen Union
- Spätaussiedler und deren Familienangehörige
- Deutsche ausländischer Herkunft ohne ausreichende Deutschkenntnisse

Wann habe ich Anspruch auf einen Integrationskurs?
Wer sich dauerhaft in Deutschland aufhält und ab Januar 2005
- als Arbeitnehmer (§ 18 AufenthG) oder Selbständiger oder
- zum Zweck des Familiennachzugs oder
- nach Anerkennung als Asylberechtigter bzw. Flüchtling nach der Genfer Flüchtlingskonvention oder
- auf Anordnung der obersten Landesbehörden aus humanitären Gründen (§ 23 Abs. 2 AufenthG)
erstmals einen Aufenthaltstitel erhält, hat einen Anspruch auf Teilnahme an einem Integrationskurs. Wer keine einfachen Deutschkenntnisse besitzt, ist zugleich auch verpflichtet, an einem Kurs teilzunehmen. Über den Anspruch oder die Verpflichtung erteilt die Ausländerbehörde, der Träger der Grundsicherung für Arbeitsuchende oder das Bundesverwaltungsamt eine Bescheinigung.
Wenn Sie schon vor dem 1. Januar 2005 nach Deutschland eingereist sind, haben Sie grundsätzlich keinen Anspruch auf einen Integrationskurs. Sie können aber auf Antrag zur Teilnahme an dem Kurs zugelassen werden. Ein Antragsformular erhalten Sie bei Ihrer Ausländerbehörde und beim Bundesamt für Migration und Flüchtlinge. Sie können den Antrag aber auch über einen zugelassenen Integrationskursträger stellen. Außerdem kann die Ausländerbehörde, der Träger der Grundsicherung für Arbeitsuchende oder das Bundesverwaltungsamt Sie zur Teilnahme verpflichten. Eine Verpflichtung zur Teilnahme an dem Integrationskurs besteht für Personen, die vor dem 1. Januar 2005 eingereist sind, wenn
- die Ausländerbehörde zur Teilnahme am Integrationskurs auffordert und
- Leistungen nach dem Zweiten Buch Sozialgesetzbuch bezogen werden und die Teilnahme am Integrationskurs in einer Eingliederungsvereinbarung nach dem Zweiten Buch Sozialgesetzbuch vorgesehen ist oder
- ein besonderes Integrationsbedürfnis besteht.

Was passiert, wenn ich den Kurs nicht besuche?
Nach der letzten Änderung des Aufenthaltsgesetzes soll die Aufenthaltserlaubnis eines Teilnahmeverpflichteten um höchstens ein Jahr verlängert werden, solange er den Integrationskurs noch nicht erfolgreich abgeschlossen oder noch nicht den Nachweis erbracht hat, dass seine Integration in das gesellschaftliche und soziale Leben anderweitig erfolgt ist. Außerdem kann die Verletzung der Teilnahmepflicht bei der Gewährung von Sozialleistungen (Kürzungen bis zu 30 Prozent möglich) und bei der notwendigen Frist für eine Einbürgerung berücksichtigt werden. Auch die Aufenthaltsverfestigung, d.h. die Erteilung einer Niederlassungserlaubnis, ist nur mit ausreichenden deutschen Sprachkenntnissen und Grundkenntnissen der deutschen Rechts- und Gesellschaftsordnung möglich.

Welche Vorteile hat der Berechtigungsschein für Sie?
- Die Abschlussprüfung „Deutsch-Test für Zuwanderer“ ist kostenlos, auch bei Wiederholung.
- Sie erhalten (auf Antrag) 50% der ab dem Zeitpunkt Ihrer Förderung durch das Bundesamt gezahlten Kostenbeiträge zurückerstattet, bei erfolgreichem Abschluss des Integrationskurses (B1-Niveau in der Abschlussprüfung und bestandenem Test im Orientierungskurs) innerhalb von zwei Jahren.
- Die erfolgreiche Teilnahme am Integrationskurs berechtigt zur vorzeitigen Einbürgerung.

Was kostet die Teilnahme?
Eine geförderte Unterrichtsstunde (1 UE/ 45 Minuten) kostet 4,40 €, 1 Modul umfasst 100 UE. Eine Befreiung von den Kosten ist nur auf Antrag beim Bundesamt für Migration und Flüchtlinge (BAMF) und im Jobcenter vor Kurs- bzw. Modulbeginn möglich. Eine Ermäßigung oder Kostenübernahme seitens der Sprachschule NOVA ist nicht möglich.

Wer wird von den Kosten befreit?
- Personen, die Sozialgeld nach SGB XII beziehen
- Empfänger von Arbeitslosengeld II oder Sozialhilfe werden auf Antrag vom Kostenbeitrag befreit
- Befreit werden können auch Teilnehmer, denen es besonders schwer fällt, den Kostenbeitrag zu zahlen. In diesen Fällen ist eine Einkommensprüfung erforderlich.

Wie melden Sie sich an?
Der erste Schritt ist die Teilnahme an einer Beratung. Die Beratung ist verpflichtend für alle Integrationskurse und mit einem Einstufungstest verbunden. Das Beratungsgespräch und der Einstufungstest sind kostenlos.
Welche Unterlagen müssen Sie zur Beratung mitbringen?
- Pass (Original)
- Aufenthaltstitel
- aktuelle Meldebescheinigung, erhältlich bei jedem Bürgeramt
- Bescheid über Arbeitslosengeld II oder Sozialgeld, sofern Anspruch besteht
- Eine Anmeldung zu einem Kurs ist nach der Beratung möglich.

Wie erhalte ich Fahrtkosten zur Teilnahme am Integrationskurs?
Sie erhalten auf Antrag einen Zuschuss zu den Fahrtkosten, wenn Sie von der Zahlung des Kostenbeitrages befreit oder vom Träger der Grundsicherung für Arbeitssuchende bzw. vom Träger der Leistungen nach dem Asylbewerberleistungsgesetz zur Teilnahme an einem Integrationskurs verpflichtet wurden. Wichtig ist, den Antrag rechtzeitig vor Kursbeginn zu stellen. Ein Fahrtkostenzuschuss kommt nämlich nicht rückwirkend in Betracht, sondern nur ab dem auf den Zeitpunkt der Antragsstellung folgenden Kursabschnitt. Bitte beachten Sie, dass ein Zuschuss zu den Fahrtkosten nur gewährt werden kann, wenn die fußläufige Entfernung zwischen Ihrer Wohnung und der Kursstätte mindestens 3,0 km beträgt.
